 Pretty much what you said....

1. select a base color.. mine was a silver with some red candy mixed into it.

2. make your design.. mine was the flaming skull.. i drew it to size on a white piece of cardboard. i bought a clear plastic transfer material, i beleve it's called frisk paper wich has a stickey surface on one side . I layed the plastic over my design and then traced using a permanint marker the design onto the plastic. then i took the plastic with my design traced on it and stretched it on the tank smoothing out any bubbles, then i took a exacto knife and cut out all the parts of the design . now it is ready for the design to be painted, i used a silver color for the skull and flames. shot the skull and removed the plastic.

3.next step was to shoot the tank with candy red

4. last was clearcoat. Oh Yeah, every step you have to wet sand .
